Zusammenfassung:	PURPOSE: To provide a communication equipment for dynamically managing the transmission rates of the finite number of rate controllers in response to the rate requested from a user. CONSTITUTION: This communication equipment is constituted so as to use the rate controller (S109) to which the transmission rate closest to a requested rate is set or the rate controller whose transmission rate is lower (S111 and 112) among the two rate controllers for which the difference of the transmission rates is minimal for a requested channel when all the rate controllers are in use and the respective transmission rates are different from the requested rate (S105: no.). Which one of the rate controllers is to be used is decided (S108) by comparing the size relation of the difference. When the latter rate controller is to be used, processings relating to the channel performed by the rate controller are performed by the other rate controller which is the calculation object of the difference of the transmission rates.
