Zusammenfassung:	PURPOSE: To provide a valve opening and closing device of a steam governing valve, which makes it possible to open and close a lever-operated type steam governing valve without obstruction in a state where the body of an electro- hydraulic actuator is fixed at a fixed position, and make it possible to employ durable metal pipes in the hydraulic oil piping connected to the actuator. CONSTITUTION: The body of an electro/hydraulic actuator 3 is fixed to a cross arm 4, and a piston rod 3c of the actuator and a control lever 1e of a steam governing valve are connected to each other through a ball joint 8 acting as a universal joint, a rod 9. Further, two sets of upper and lower spherical joints guided and supported in the direction of stroke through a slide type guide 8c are incorporated in the ball joint, and one set is connected to the piston rod of the actuator and the other set is connected to the control lever of the steam governing valve through the connecting rod to absorb the deviation of circular motion of the control lever from linear motion of the actuator.
