Zusammenfassung:	PURPOSE: To improve the noise resistance of a tool for accessing ROM data of a program for an electronic control unit for controlling a prescribed controlled target such as an electronic control type engine and transmission by a controlling CPU from an external personal computer and changing/adjusting the ROM data and to allow the tool to sufficiently deal with the acceleration of the electronic control unit. CONSTITUTION: A relay box 13 having a communication CPU 16 is connected between a personal computer 30 and an electronic control unit 1, the box 13 is connected to the computer 30 through a serial communication part and the box 13 is connected to the unit 1 through a parallel communication part. The cost of the unit 1 is reduced by omitting the CPU 16, the noise resistance of the tool can be improved and the control load of a controlling CPU 3 in the unit 1 is reduced.
