CONSTITUTION: A line attribute registration table 1 stores type information of the logical line attribute such as a preset line rate to each line. A line attribute recognition section 11 detects a physical line attribute such as a line rate with respect to each accommodated line. A line attribute discrimination section 13 compares the physical line attribute of each line detected by the line attribute recognition section 11 with the logical line attribute of each line stored in the line attribute registration table 12 to discriminate whether or not dissidence of the line attribute is in existence.
