Zusammenfassung:	PURPOSE: To monitor the setting of an output circuit even when the insertion of a monitor pattern is impossible by inserting a monitoring specific pattern into an idle area of a multi-frame constitution. CONSTITUTION: A 1st monitor pattern is inserted (1) into an idle time slot of a fixed position included in a management information part outside the data part of an input signal. Then a 2nd monitor pattern is inserted (2) into an idle time slot of a variable position that is produced at the management information part within the data part when this part has a multi-frame constitution where no synchronization is established among its time slots. Two monitor patterns are detected (6, 7) out of the output data of a memory 3 and collated (8, 9) with two prescribed monitor patterns respectively. Based on these collation results of coincidence/non-coincidence, the normal/abnormal operations of the memory are monitored.
