Zusammenfassung:	PROBLEM TO BE SOLVED: To provide a distributed measurement controller canceling a point that flexibility cannot be obtained in the three areas of a related converter, related measurement and control and the whole related devices and application. SOLUTION: A first flexible module 12A interfacing first physical quantity and an electric signal is provided with a converter module 20 and a common core module 18 connected to the converter module 20. A second flexible node 12B interfacing second physical quantity and the electric signal is provided. The common core module 18 automatically decides self constitution in accordance with the converter module 20 and communicates with the electric signal through a communication means 14 in accordance with the self constitution.
