Zusammenfassung:	PURPOSE: To provide multipurpose artificial watercourses which are not only utilized as facilities harmonized with water but also function as regional cooling and heating facilities. CONSTITUTION: The construction work is executed so as to form a closed loop in an area 1 where various facilities 40 are established. The work includes watercourses 50 having an inflow and an outflow ponds 51, 52, a pump 53 for allowing water to flow to the watercourses 50, power generation facilities 70 for heating or cooling water in the watercourses 50 by utilizing waste heat, circulation paths 61 for heat pumps for circulating water from the watercourses to water heat source heat pumps 41 so as to use water in the watercourses 50 as a heat source for the water heat source heat pumps 41, and an introduction path 63 for introducing waste water purified by a treating facilities 80 into the watercourses 50.
