Zusammenfassung:	PURPOSE: To use an ice thermal-storage system for a building cooling, a district cooling, other direct usage, etc., by cooling water to icing temperature with excellent conduction efficiency by using night power and magnetic fluid (colloid) having heavier specific weight than that of water, and generating innumerable ice particles. CONSTITUTION: A magnetic field is applied to magnetic fluid 1, and water 2 is surrounded by the fluid 1 to cool the fluid 1, thereby setting the water 2 to the icing temperature.
