Zusammenfassung:	PURPOSE: To concretely confirm road congestion on a map and to easily decide an optimum route to a destination. CONSTITUTION: An automobile 21 measures its own present position corresponding to position identification signals (time signals) from GPSes 11 to 14 and displays it on the map. In the meantime, the present position is transmitted to a fixed station 31 along with present automobile identification information as position information signals. A predetermined monitoring area is set in the fixed station 31, the number of the automobiles and the positions inside the monitoring area are obtained corresponding to the position information signals from all the automobiles positioned inside the monitoring area and still pictures displayed on the map are obtained. Then, the still pictures are transmitted to the automobiles inside the monitoring area. As a result, in the respective automobiles, the road congestion is concretely confirmed on the map and the optimum route to the destination is easily decided.
