SOLUTION: A disk management system 10 controls the contention between disk space consuming processes 22 and 24 in accordance with a sequencing method 40 which guarantees fair disk space consumption between the processes 22 and 24 in response to the recognized necessity 30 of many memory spaces in a limited memory space environment by converting nonefficiently used disk spaces 60 into efficiently used and vacant spaces 65.
