The two outputs are fed to a counter part 32A containing a counter IC 32 in the next step. In a condition that a lighting fixture is put out, when the wall surface switch is placed in an on-condition, when the wall surface switch is turned off and again turned on, the lighting fixture is lighted. When the wall surface switch is turned off, a capacitor is discharged, and when the wall surface switch is again turned on, capacitors C1, C2 are started to be charged.
