CONSTITUTION:A roof 3 closing the upper opening of a bottomed cylindrical- shaped storage tank, which is buried under the ground and in which a low- temperature liquefied gas, etc., are stored, is constituted by providing a roof body 4 closing the upper opening of the storage tank 2 and a roof heater 5 installed onto the top face of the roof body 4. A stable frozen soil layer is formed near the top face of the roof body 4 by controlling a 0 deg.C wire in a section upper than the roof body by the roof heater 5, and cut-off performance as the roof 3 is improved regardless of the change of the temperature of the outside air while the elevation and weakening of a ground surface are prevented by ensuring an unfrozen region in the upper section of the frozen soil layer.
