Zusammenfassung:	PURPOSE:To fill fragment-shaped ice efficiently without making it lumps, while not putting water into an ice heat storage tank at the time of ice heat storage, and to supply an air conditioner with cold water of low temperature efficiently and in an energy-saving manner at the time of melting of the ice. CONSTITUTION:A second water heat storage tank 14 which is installed on the rooftop of a building and stores water drawn up from a first water heat storage tank 13 under the ground by a pump 16, an ice machine 15 which is installed likewise on the rooftop of the building and makes ice of the water drawn up by the pump 16, and an ice heat storage tank 18 which stores the ice made by the ice machine 15, are provided. By using cold water for air conditioning obtained by melting the ice in the ice heat storage tank 18 by the water from the second water heat storage tank 14, heat exchange is executed in an air conditioner 12, and the cold water after the heat exchange is returned to the first water heat storage tank 13.
