But when they don't, abnormality or aging in the battery is determined while the forced discharge is returned to the original condition by turning OFF the timer. The judgment of the quality of the battery 11 is sent to the cable center to check the condition of the battery automatically at the cable center 17 thereby achieving a centralized management.
