CONSTITUTION:High strength bar steel of >=80kg/mm as rolled excellent in machinability is the one having a compsn. contg. 0.10 to 0.60% C, 0.02 to 4.0% Si, 0.3 to 3.0% Mn, 0.005 to 0.15% S, 0.01 to 0.8% Al and 0.002 to 0.020% N, in which P is reduced, or/and contg. specified amounts of one or >=two kinds among Nb, V and Ti, or/and contg. specified amounts of one or two kinds among Cr, Mo and Ni or/and contg. specified amounts of one or two kinds of Ca and Pb, and in which the outer circumferential part has a layer of >=3mm depth with a mixed structure in which the structural fraction of ferrite is regulated to 10 to 60%, and the balance substantial at least one of martensite and bainite.
