Zusammenfassung:PURPOSE:To issue plural types of IC cards with high efficiency by using an IC card issuing machine which contains plural IC writing means. CONSTITUTION:The IC card issue processing system 1 includes a control part 21, a storing means 22, an issuing pattern generating means 24, and an IC card issuing machine which contains the IC write processing parts 31, 41, 51 and 61 to function as an IC card issuing means. The part 21 manages the control information and the working states of plural IC card issuing machines and selects an optimum IC card issuing machine for the IC card to be issued, and the part 21 controls the issue processing of the IC card. In such a constitution, plural types of IC cards can be issued with high efficiency.
