The tape supporting member 4 is elastically pushed downward to be bent at the time of cutting a tape 10', and returns to a middle position after the cutting while separating the tape 10' from the cutting edge receiving part 6 by repulsive force. The tape 10' is made free at a tip thereof, stuck to the tape supporting member 4 at an intermediate part thereof, and retained at a stand-by position, thus facilitating tape delivery.
