CONSTITUTION:In the case of detecting the transmission/reception of the user data frame, a PVC state confirmation procedure control part 12 transmits an SE message to the frame relay network 2 with the time interval T391'' of T391''=T392X2(30 sec) -DELTAt-1sec (where DELTAt = the transmission time of the SE message from this FR device 10 to the FR network 2 and -1 sec = the difference of the maximum value of the interval T391' of the SE message and the interval T392 of an S message).
