Since a fixing bush 4 is held between the inside peripheral surface 7a of the base part and the outer peripheral surface 1a of the post by the tapered part and frictional force between the inside peripheral surface 7a of the base part and the outside peripheral surface of the fixing bush 4, the collar 3 is fitted to the post 1.
