Zusammenfassung:	PURPOSE:To obtain a rotation driving apparatus, and a recording or reproducing device, which can secure an adequate spacing even if the thickness of a circuit board is uneven and can perform a stable reading and writing, even if the thickness of the circuit board is uneven. CONSTITUTION:A base 1, a rotary shaft 30, a rotor 20 wherein a multipolar magnetized magnet 22 is provided at one end, and a circuit board 10 wherein a coil 11 is arranged so as to face the magnet 22, are provided. A thrust bearing 40, which is the position regulating member for regulating in the height direction of the circuit board 10, is provided between the base 1 and the rotor 20. A housing part 2 for the circuit board 10 is formed of an upper plate 41 of the thrust bearing and the base 1.
