The moving picture transmitter receiving the forced refresh signal executes forcibly refresh operation and codes the moving picture data in the in-frame mode and sends the result to the moving picture receiver. The moving picture receiver starts the recording of an automatic answering message from the moving picture coded in the in-frame mode received at first after the transmission of the forced refresh signal.
