Zusammenfassung:	PURPOSE: To improve recording density on a recording medium and to use a decoder for recording and reproducing in common by making it possible to record a digital video signal in the compressed format for a standard mode and of an extended mode. CONSTITUTION: An encoder block 20 encodes a video signal decoded by a decoder 16. The block 20 is constituted so as to generate an intra-mode compression signal. The intra-mode compression signal from a VLC 26 in the block 20 is written in a buffer memory 32 at an irregular bit ratio and read out at a fixed bit rate. A mode controller 40 generates a clock pulse to be used for reading out data from the buffer memory 32 in order to execute multispeed recording operation provided with the reference mode for normal time reproduction to be used for a normal analog VTR and the extended mode for long time reproduction.
