Zusammenfassung:PURPOSE:To improve the visual performance, avoiding unnatural picture quality deterioration, by allocating a dynamic rate to each processing section while suppressing the effect of plural picture signal coding processing spaces. CONSTITUTION:Different input picture signals 1,6,11 are respectively given to picture signal coding processing sections 2,7,12 of each channel, which provide an output of redundancy of the signals 1,6,11 on each occasion to inter-channel effect suppression type rate allocation section 21 while coding the signals. The allocation section 21 executes allocation of a rate of each channel while suppressing the inter-channel effect depending on received control data 19 and outputs allocated transmission rate control data 5b, 10b, 15b to the processing sections 2,12,12, in which the received data are coded at a rate according to the data 5b, 10b, 15b. The obtained coded data 4,9,10 are outputted to a data multiplexer section 20, in which the data 4,9,14 are multiplexed and the result is outputted as multiplexed coded data 17. Thus, the effect of other channels is eliminated and the rate allocation is optimized.
