Zusammenfassung:	PURPOSE:To form the film excellent in the adhesion to the organic coating layer by applying the square wave voltage which is amplified between the base voltage range and the noble voltage range to the stainless steel. CONSTITUTION:The stainless steel containing Ni is dipped in an acid electrolytic bath of such as sulfuric acid, and the square wave voltage which is amplified between the voltage range EL more base than the passivation voltage E1 of Cr and the noble voltage range EH from the natural voltage E2 of Fe to the passivation completion voltage E3 of Fe is repeatedly applied. The metallic ion dissolved from the stainless steel by the electrolysis in the noble voltage range EH is precipitated on the surface of stainless steel through the electrolysis in the base voltage range EL to form the film. In this process of dissolution to precipitation, Ni contained in stainless steel is concentrated, providing the surface layer of high affinity to rubber, resin, paint or the like.
