CONSTITUTION:This device is provided with a rotating bar 6, a member 3 for supporting the bar, a weir member 4 forming a liq. supply guide groove 5 with the member 3, a continuously traveling web 8, a blade 11 in contact with the web 8 and the rotating bar 6, a nozzle 14 blowing air on both ends of the web 8 in the width direction and a blade sliding mechanism 12 for moving the blade 11 by a specified distance to the left and right and back and forth in the traveling direction of the web 8.
