Zusammenfassung:	PURPOSE:To efficiently activate denitration catalytic performance of activated carbon for a short time by recycling one part or all parts of desorption gas discharged from a desorption tower to the inlet of a facility and performing the activation as a denitration catalyst of activated carbon CONSTITUTION:Exhaust gas contg. SOx and NOx is discharged as clean gas by removing SOx mainly in an adsorption tower 2 and removing NOx in a denitration tower 3 and removing dust in a dust collector 4. In such a case that SO2 concn. contained in exhaust gas is low, one part or all parts of SO2- enriched gas (desorption gas) contained in exhaust gas are recycled to the inlet side of the adsorption tower 2 via a recycle circuit 10 and operation is performed till activated carbon is activated by gas having high SOx concn. (>=500ppm). After activated carbon is activated, recycle of the desorption gas is stopped and operation in gas having low SO2 concn. is returned.
