Zusammenfassung:PURPOSE:To improve hydrogen production efficiency by heating but also increase power generating efficiency by pressurizing air supplied to a steam electrolytic cell. CONSTITUTION:The air 5 pressurized to 10-15atg by an air compressor 40 and a raw material steam 7 bled from a steam power plant 15 are heated to 700-1100 deg.C by a heat exchanger 2 of a heating source 1 and are supplied to a high temp. steam electrolytic device. Electrolytic power 19 is supplied to the electrolytic device to electrolyze the steam to form oxygen and hydrogen. At this time, hydrogen is made a hydrogen enriched steam 8 in the side of steam and oxygen is made an oxygen enriched air 9 in the side of air and is discharged. The oxygen enriched air 9 exhausted at 900-1100 deg.C of the operation temp. of the high temp. steam electrolytic device 3 is power recovered at an expander 41 having the same axis as the air compressor 40 to generate power for the air compressor 40 and electric power.
