Zusammenfassung:	PURPOSE:To carry out a comfortable air-conditioning and save the energy by adding the active mass of persons to the air-conditioning based on a thermal heat environment index. CONSTITUTION:An air-conditioning control system comprises an air-conditioner 5 for blowing conditioned air through a plurality of blow-off ports 3, dampers 4 disposed at the blow-off ports 3, an image pick-up device 6 provided on the ceiling of a room 1, an image processor 8 for converting image data photographed by the image pick-up device into the value of the active mass of persons, and an air-conditioning controller 9 for controlling the air conditioner 5 and the dampers 4 based on the value of the active mass of the persons, temperature, humidity, wind velocity and radiation temperature.
