Zusammenfassung:	PURPOSE:To enhance the dwelling amenity of a building by accomplishing the intended natural frequency period according to the design in which the observed waves usually and also simulation waves as anticipated in the event of earthquake are taken in account, and heightening the stiffness temporarily when a wind load acts on. CONSTITUTION:A cylinder 21 and a piston rod fitted therein are installed in a part in the longitudinal direction, and the body of the cylinder 21 is furnished with a bypass for generating communication between the first and second spaces bounded by piston 22 of the piston rod. Inside of the side thereof an electrode is installed, and the first and second spaces and the inside of the bypass are filled with an electrorheological fluid containing dielectric particles.
