Zusammenfassung:	PURPOSE:To attain an editing job with high accuracy without securing the phase modifying time nor the pre-roll time by presetting a voice signal processing counter so as to have a specific number of pieces of voice data between the vertical synchronizing signals of the video signals. CONSTITUTION:The synchronization is secured between the video signal of a standard NTSC system and the voice signal which is sampled by a clock of the sampling frequency (44.1kHz) different from the sampling frequency of the video signal. Then, the voice signal processing counters 12, 14 and 19 are preset so that a prescribed sample number n (735) or a prescribed number n+1 (736) of pieces of voice data on the voice signal are provided between the vertical synchronizing signals of the video signals. The preset value is controlled based on the difference between the synchronizing signal and the position where the counting of the number (n) and a prescribed sample number plus one are complete. Thus the synchronization is secured in a single field with high accuracy between the video and voice data.
