Zusammenfassung:	PURPOSE:To guarantee stable operation of an internal function circuit even when external power supply voltage is less than reference voltage. CONSTITUTION:External power supply voltage Vcc and internal power supply voltage VccI stepped-down by a step-down circuit 1 are switched and supplied to the internal function circuit 2. Two output signals having a phase difference are inputted from an internal signal generating circuit 3 to a phase difference detecting circuit 4. When the output phase difference of the circuit 3 is increased due to the step-down of the voltage Vcc, the voltage Vcc is selected by the output of the circuit 4 instead of the step-down voltage VccI.
