Zusammenfassung:PURPOSE:To improve vertical resolution and S/N, and to eliminate a sense of incongruity, at the time of converting a video signal of an interlace system to a video signal of a non-interlace system. CONSTITUTION:By inter-field motion detecting circuits 12, 13, motions Q1, Q2 of the present field, with the previous and the behind fields are detected, respectively, and by comparing them by a comparing means 14, three kinds of control signals (a), (m) and (q) are generated, and by supplying these control signals to an interpolating means 15, an interpolation line is obtained.
