Zusammenfassung:PURPOSE:To heighten photoreaction efficiency by carrying out deoxidation of a chlorine compound-mixed solution to which light is to be radiated. CONSTITUTION:Alcohol 8 and NaOH as an alkali are added to extracted PCB 2 extracted from PCB-mixed substances 1 and they are mixed in a solution mixing apparatus 10. The mixed solution is treated by a pretreatment apparatus 12 to remove oxygen in the mixed solution. Dried nitrogen gas 13 is circulated in the pretreatment apparatus 12. The treated mixed solution 11 is introduced into a photoreaction apparatus 17 and laser light 18 is radiated to the solution. After the photoreaction treatment, the solution 19 is stored in a reaction promoting apparatus 20 and chain reaction is accelerated there and then among produced substances, Nail 22, acetone 23, others 24 free of PCB such as biphenyl, etc., and residual PCB, and reactional products mixed with PCB are separated. These products are inspected by a PCB analyzing monitor apparatus.
