CONSTITUTION:Members 9A, 9B to pushingly press arms 7 in a swaying direction according to the discharge pressure of pumps 1A, 1B are provided. Regulator pistons 4A,4B to change the angle of inclination of the pumps 1A, 1B according to the supplied pressure, and at the same time, to change the arm pressing position of the pressing members 9A,9B are provided. In addition, valves 11A, 11B to supply pressure to the regulator pistons 4A,4B according to the sway of the arms 7 are provided.
