The foam slurry is supplied by a squeeze pump 6 to above a position where waste is burning, so it is placed in a specified thickness to form a layer of aerated mortar of the specified thickness on an upper surface of the waste for stopping supply of fresh air. Fire extinguishing effect can thus be achieved in easy operation securely, and cost can be restricted low. In addition, since generation of sparks or soot can be restricted, secondary damage can be restricted.
