Zusammenfassung:	PURPOSE:To obtain a safe emulsion composition for cosmetics, comprising an extremely stable emulsion system, having excellent humectant and water holding properties and good in touch. CONSTITUTION:This method for producing an oil-in-water type emulsion composition for cosmetics comprises mixing an elastin hydrolyzate or an aqueous solution containing the elastin hydrolyzate with 0.1-5wt.% polyhydric alcohol or the polyhydric alcohol and ionic substance, forming a surfactant phase, adding fats and oils to the resultant surfactant phase, producing an oil-in-surfactant phase type emulsion composition and then adding an aqueous phase to the emulsion composition.
