Zusammenfassung:	PURPOSE:To reduce cost through simplification of the valve mechanism of a hot water circuit. CONSTITUTION:A circuit control valve 4 located in a hot water circuit 3 is provided with a rotor 14 having a T-shaped water passage and a micro-flow rate control hole. The rotation position of the rotor 14 is controlled according to respective modes during heating operation and a heating stop mode. The circuit control valve 4 is caused to switch the direction of the flow of cooling water, flowing through the hot water circuit 3, according to time when a heating device is in a heating stop mode and an immediate effect heater mode and when it is in a heat accumulation mode. When it is in the immediate effect heater mode, an amount of cooling water fed from a heat insulating container 10 to a heater core 9 is regulatable according to the rotation position of the rotor 14. Further, during a heating stop mode, the hot water circuit 3 is cut out to stop the feed of cooling water to the heater core 9.
