Zusammenfassung:	PURPOSE:To prevent an accident caused in an electric power system from being spread to the inside of a system. CONSTITUTION:On the basis of information from a plurality of electricity places 110a to 110c, data on a system is collected by an information collection part 20 when change information on a constituent apparatus inside the electricity places is generated, data required for an operation is processed and a condition is set by an input processing part 30, future information is estimated and a countermeasure is computed by an operation device 40, a control instruction is sent to one or a plurality of objects in the system from a control-information- signal distribution part 50, and an accident inside the system is prevented from being spread. Thereby, since the future information is estimated and controlled after the accident has been caused in the system, it is possible to prevent the accident of the system from being spread with good accuracy so as to cope with all accidents.
