Zusammenfassung:	PURPOSE: To increase the dynamic tear strength of a webbing to be close to static tear strength in a safety belt restraining device for vehicles. CONSTITUTION: This system includes a belt retractor 10 and a web clamping mechanism arranged downstream of it, and the clamping device has two clamping wedges which are arranged opposite each other on both sides of a webbing 22. A vehicle and/or the blockable belt retractor 10 responding to the webbing and the web clamping device 12 are connected to each other with connectors 60 and 63. The connectors are yielded by plastic deformation to allow the device 12 to move restrictedly in a direction away from the retractor 10 when force applied to the webbing 22 exceeds a prescribed value.
