By adjusting the ratio of the number of rotations Nb and Na in an adjusting part 10 even if the pairing of the heads 3A and 3B are not secured, recording tracks can be formed every time the location change on the tape 2 where the heads 3A, 3B scan is a normal recording track pitch.
