Zusammenfassung:	PURPOSE: To obtain a leveling agent which is not left in the coating, does not disturb the fluidity nor is discolored by using microcapsules consisting of polymeric core materials and polymeric wall materials as the leveling agent for film-forming oligomers and polymers. CONSTITUTION: The microcapsules consisting of the polymeric core materials such as homopolymers or copolymers of alkyl acrylates and the polymeric wall materials such as aminoplast resins are used as the leveling agent for film-forming oligomers and polymers. This leveling agent is obtained by dispersing the microcapsules in the aqueous phase at about 30-100 deg.C, preferably at about 60-85 deg.C, by a large volume dispersing device and adding melamine/ formaldehyde pre-condensates after adding an acidifying compound. When using the microcapsules, the volume ratio of the inactive phase is reduced in the powder coating agent.
