Zusammenfassung:	PURPOSE:To enhance an energy saving effect in a building over summer and winter seasons consecutively. CONSTITUTION:An exterior wall 23 forms the outer frame of a building 12, and a plurality of exterior panels 20 are fitted to the exterior wall 23 at a gap. Openings 89 and 91 are formed between the upper and lower ends of each panel 20 and the exterior wall 23, and open/close mechanisms 90 and 92 are respectively laid at the openings 89 and 91 in such a way as free to open and close. The mechanisms 90 and 92 have an open/close plate 56 to conceal the openings 89 and 91 for the free release and closure thereof, a mounting section 54 fixed to the plate 54 and a support shaft 52 for rotatably bearing the section 54.
