Zusammenfassung:	PURPOSE:To precisely position and fix a steel and to improve the working efficiency of welding by arranging an upper holding tool and side holding tools to a bed arranged in the inside of a rotary frame. CONSTITUTION:The bed 40 for laying the steel in the rotary frame 3 in a steel rotary machine so as to be possible to lift is arranged. The rotary frame 3 is positioned so that the bed 40 becomes horizontal, and by opening the side holding tools 60, 60 at the right and left sides, the steel is laid on the bed 40. The bed 40 is risen to the setting height, and by driving one side of the side holding tool 60, the work is side-shifted to the reference position. By driving the oposite side of the side holding tool 60, the work is held in pressurizing. By extending a jack for the upper holding tool 65, the work is fixed with a holding plate 75. Thereafter, by suitably turning the rotary frame 3, the welding, etc., in the working position is executed.
