Zusammenfassung:	PURPOSE: To maximize the evenness of a fibrous mass without accompanying maintenance operations. CONSTITUTION: This apparatus comprises a throttle valve 6 arranged in an air duct 5 and a weight arm 9 attached to the throttle valve 6. The weight arm 9 is mounted on a rotation axle 8 adjustably in the rotational direction 12 thereof. A slide weight 10 is displaceable along the weight arm 9 and/or fixable at the predetermined position. The throttle valve 6 can be engaged by resting on a stop member 7. The throttle valve 6 or stop member 7 is capable of opening a minimum air throughput opening 16 when engaging the throttle valve 6 with the stop member 7. The torque S1×H1 (or S1.1×H1.1) obtained by the weight 10 is smaller than the torque S2×H2 (or S2.1×H2.1) obtained by the valve 6 in any position of the weight 10.
