Zusammenfassung:	PURPOSE:To require no excessive engine frame and dispense with the use of a special anchor by pressing a working base onto a tank wall surface through a rope to which tension is imparted. CONSTITUTION:One set of rope fastening devices 36 are formed of two air cylinders 36a and rods 36b having rollers 36c on the top ends, and two sets of the fastening devices 36 are arranged on both sides of a working base 31. When the rods 36b are extended while supporting a rope 34 by the rollers 36c to impart tension T to the rope 34, the working base 31 is pressed onto a tank wall surface by a pressing force P through reaction materials 37, and fixed onto the wall surface. An installing material 38 is set in a prescribed position in this state, and a determined load is added thereto by a jack 39. While measuring the reaction, the tension of the rope 34 is controlled to satisfy a required relational expression.
