PURPOSE:To determine a goal distribution origin processor at a high speed by distributing a goal to goal distribution destination processor elements, in the case when a load of the goal distribution destination processor element is smaller (larger) than an average value. CONSTITUTION:Which processor element has a relatively large load or a relatively small load is not determined, and the processor element for distributing a goal compares an average value of the maximum load and the minimum load of all the processor elements and its own load at the time of distributing its goal, by which whether it is allowed to distribute the goal by itself or not is decided. That is, if its own load is larger than this average value, since its processor element is a processor element of a relatively large load, the load is distributed, but if not so, it is distributed to itself. To detect the maximum load and the minimum load in the loads of all the processor elements in much simpler than to determine a sequence of the load. In such a way, the goal distribution origin processor is determined at a high speed by a very simple processing.
