Zusammenfassung:	PURPOSE:To measure the oil film weight precisely without being affected by the properties of the surface of a steel plate. CONSTITUTION:A roughness detecting device 3 and a film thickness detecting device 4, each constructed of an infrared ray applying device 14 comprising a light source 11, an interference filter plate 12 and a rotating device 13 for this interference filter plate 12 and of an infrared ray detector 15, are provided on the upstream side and the downstream side of an oil applying device 1. The relative roughness of the surface of a running steel plate 2 before application of oil and the film thickness thereof after the application of oil are measured as infrared energy absorption amounts and inputted to a correcting computation device 5, a difference in an infrared reflection spectrum intensity between them is subjected to comparing computation, and thereby an oil film weight is calculated highly precisely.
