PURPOSE:To control transmission power by correcting transmission power of its own station in satellite communication together with a rainfall attenuation caused on a transmission line between an opposite satellite communication earth station and a satellite so as to always keep the intensity of reception power of an opposite station constant. CONSTITUTION:A transmission power controller 5 provided to a satellite communication earth station 1 calculates an optimum correction value with respect to a rainfall attenuation in an outgoing line to its own station based on transmission power correction information from an opposite satellite communication earth station 1A extracted by a transmitter-receiver 3 and an intensity of an index signal from a satellite 2 detected by a satellite index signal receiver 4 and controls the signal transmitter-receiver 3 so that the reception power in the opposite satellite communication earth station is always constant.
