OPENING AND CUTTING DEVICE FOR OUTER PACKING PAPER ENCLOSING ROLL PAPER

PURPOSE:To provide a device capable of opening and cutting an outer packing paper enclosing a roll paper for newspaper not by hands but by mechanical means by providing such a constitution as sucking and floating the outer packing paper by a number of sucking pads arranged in the axial direction of the roll paper to form a clearance, and cutting the floated outer packing paper by a moving cutter. CONSTITUTION:Above a roll paper enclosed by an outer packing paper E and horizontally placed, a raising and lowering lever 1 extending in the axial direction of the roll paper is provided, and a pad support lever 4 for suspending a number of sucking pads 6 in the axial direction of the wound paper is mounted on the raising and lowering lever 1 in such a manner as to be capable of rising and falling.
