PURPOSE:To enable titles for television signals reproduced at various speed from video equipment to be displayed and to perform the learning of language and the fast reading of information. CONSTITUTION:A character information decoder part 21 decodes all the bit data of title information transferred one after another at every frame of video signal, and stores the title information existing in the odd-numbered fields of following frames in a character information storage part 22 until character information transfer completion information arrives when receiving a title information transfer start command. A character information presence/absence decision part 25 informs whether or not character information exists in each field to the video equipment 1, and the video equipment 1 performs reproduction so as to arrange the character information in a correct character string as adjusting a track to be reproduced. The character information decoder part 21 outputs a command to a display control part 23 when a title display-on command arrives, and outputs a television signal with title by superimposing the title information on an inputted television signal as a video signal.
